The Local Investor Market and HB 1217

Returns here depend on local demand and local law. Rents, turnover, and renter profiles differ between King County and Snohomish County, and we price and manage to the submarket a property sits in rather than to a regional average.

Washington’s HB 1217 rent-stabilization law changed the math on rent increases. Signed May 7, 2025, it caps annual increases at 7 percent plus CPI, or 10 percent, whichever is lower, with a 2026 ceiling of 9.683 percent. No increase is allowed in the first 12 months, only one per 12-month period, and each requires 90 days written notice. Violations run up to $7,500. Properties with a certificate of occupancy from the last 12 years may be exempt, which matters most if you are buying or holding newer construction. We assess eligibility on every property we manage and build your rent strategy around what the law allows.
